Bylaws and Rules
DOWN & DIRTY BARREL RACING 
 
A. MEMBERSHIP AND DUES
1. Membership Annual Dues are $40 (additional horses will be $25) and to be paid
in full for each membership to cover the race season.
a) If the horse has been injured or passes a vet’s note is required to transfer
membership to the new horse

2. Membership application and dues are to be submitted to receive any points.
(Points will not be given for previous races. Points will begin once a membership
application and dues are received in full) 
3. No refunds will be given if a member is disqualified and/ or chooses to leave the
club during the year. 
4. If a membership is paid a non membership will not apply if running another
horse.
a) The horse that is NOT designated as the membership horse, will NOT
receive any points.
b) If a member wants to receive points for both horses a new membership
will need to be paid for the other horse.
c) Points will not be given for previous races. For the non-member horse to
earn points the membership needs to be paid in full for that horse. 
5. Any outstanding fines or money owed must be paid in full before joining DDBR. 
6. All members are required to read the rules carefully. Lack of knowledge of the
rules will not prevent a member from experiencing the consequences. 
7. A release form must be signed when the dues are paid. If participant is under 18
years of age, the release needs to be signed by a parent or legal guardian and
witnessed by a board member.( This release waives all claims against the arena,
owner/managers, Down & Dirty Barrel Racing board members and contestants
for injuries to self, livestock, and/or personal property.
8. Points are given to horse; the rider needs to compete on the horse that was
established on the membership application. 
a) If the horse has been injured or passes a vet’s note is required to transfer
points to the new horse
b) If there is more than one race that requires substitution you must ride the
same substitution horse.

9. Members are responsible for notifying the Secretary of any changes to address
and/or phone number 
10. Members cannot run the same horse in the same division for points. Only one
member can earn points if they are running the same horse. 

 

B. FINES & DISQUALIFICATIONS
1. Any participant (member and non-member) who fails to comply with the rules of
DDBR may be fined or disqualified. 
2. All complaints need to be filed in writing and filed with one of the executive board
members within 48 hours of the incident with a $10.00 fee. (The $10.00 fee will
be returned if the complaint is withheld and the majority of the board are in favor
of the complaint.)
3. A majority vote upon board members can result in a $30.00 fine and / or
disqualification. 
4. The participants will be notified by writing no later than 3 days after a complaint
has been filed. 
5. A meeting between board members will be within 7 days of the participants being
notified. (At this time proof can be given to the executive board members.)  
6. If a fine is the result it will need to be paid in full by the next race. 
7. If a disqualification is the result the participant(s) will sit out the next race and no
points will be given. 
8. If it is a second offense participant(s) can be fined and disqualified for the rest of
the year. 
9. If it is a third offense the participant(s) will not be allowed to enter any future
races (Jackpots included). 
10. Knowing and willfully falsifying a DDBR application or entry form will result in a
disqualification. 
11. Cheating or willfully misusing a rule will result in a disqualification. 
12. Running out of turn or before a name is called will result in a disqualification. 
13. Any act deemed prejudicial to the best interest of DDBR may result in the
disqualification of the contestant, with no refund of the entry fees. The contestant
may be placed upon a “ineligible” list. These acts may include but are not limited
to the following: *Using abusive or intemperate language or attempting to
threaten, bribe, influence or harass any contestant, spectator, staff member or
arena personnel. Also, any remarks made with the intent to cast aspersions on
the character or integrity of a DDBR staff member or management member.
*Moving or attempting to move markers at any time. *Use of electronic or
remotely controlled devices to alter the outcome of a run. *Abuse of a horse in
any way either on the ground or in the saddle. *Competing while under the
influence of drugs or alcohol. *Misidentifying a rider in any barrel race class.
*Misidentifying a horse in any barrel class. * Other conduct that is not in the best
interest of DDBR or its contestants. *Failure to make good on a returned check.
*DDBR management at their sole discretion shall have the authority to disqualify
or deny entry to any horse they deem dangerous to the rider, or to other
individuals, animals or property.

 
C. Age Groups & Entry Fee
**For youth age groups to be eligible for the age group you must be that age on Jan 1st.
1. Peewees ( 7 and Under)

D. CHECKS/MONEY EARNED
1. Any participant who has a check returned to DDBR will be fined $25.00 for each
check. The fine must be paid in full to enter the next Barrel race. A second
returned check the participant will be fined $25.00 and will only be allowed to
CASH for the remainder of the season. 
2. If a check is lost or stolen after being picked up from DDBR a $25.00 cancellation
of the check will need to be paid prior to the new check being issued. (The
money cannot be taken out of earnings). 
3. Participants are responsible for picking up checks at each race and/or setting up
a time to meet with the Treasurer to pick up the check. (If outside Tooele County,
we can mail the check if arrangements are made). 
4. DDBR will not be using previous checks as entry fees. 
 
E. CODE OF CONDUCT MEMBERS/NON-MEMBERS/SPECTATORS
1. No members shall refuse any reasonable request to assist DDBR in the proper
conduct of its affairs. While conducting DDBR affairs, all representatives shall be
treated with courtesy, cooperation and respect. 
2. DDBR will not tolerate any profanity, abusive and or threatening behavior
towards any board member, arena help, arena owners/management, members,
non-members, mistreatment of horses, and any spectator. 
3. If any member or non- member is using social media and/or text during an event
to conduct any Unsportsmanlike, threatening, and or abusive behavior. Can
result in disciplinary action. See Section B Fines and or Disqualifications for
regulations. 

 
F. DRESS CODE
1. Any participant in the event must wear cowboy/riding boots
2. No tennis shoes, sandals, and/or bare feet are permitted to compete in. 
3. All participants need to wear long pants during the competition. 
 
G. ENTRIES
1. Entry fees must be paid in full prior to running.
2. Posted pre entry draw is subject to change pending late entries, scratches,
errors, and omissions. 
3. Once the race starts no entry fee will be refunded. 
4. There is a $15.00 fee for non-members 
5. Any entry after 8:30am will have a $10.00 late fee applied. 
6. We will do our best to accommodate NECESSARY special requests, will not aid
anyone in receiving a select place in the draw or a preferred spot on the ground
but will accommodate for the following reasons: * If a contestant is running
Multiple horses, we will do our best to give the contestant at least 2 rakes or
approximately 14 runs between horses if pre entered. Pre entries close the night
before the event. Participants can sign up at the event from 8:00am – 8:30am.
Anyone who enters after 8:30am will be required to pay a $10.00 late fee. 
 
H. YEAR END AWARDS
1. Awards will be based on year end points for each division 
2. If there is a tie in the division with points, we will then decide the winner based
upon money earned for the horse. If there is a tie on money earned we will
determine the winner based on attendance. 
3. Membership funds and entry fees will go towards awards and facilities. 
4. All prizes will be based on sponsorships received for the year as well as how
many members we have. 
5. Saddles will be awarded as long as the funds are available to do so
6. Not every age group is guaranteed a Saddle. This will be based on how many
saddle sponsors we have for the year. If there are not enough Saddle Sponsors
for all divisions we will look at the amount of money each age group has brought
in for the year to see if we can justify a Saddle for the age group. 
7. All age groups (excluding Open 4D) will not be eligible for Saddles unless there
are enough members in the group to justify a Saddle purchase.
8. At the year-end awards ceremony, awards can be picked up if the participant has
provided the President in writing the name of the person who will be picking up
the award.

 

I. HIGH POINT
1. High point Barrel Saddles will be awarded to each D in Open and for all other
age groups we must have a minimum of 5 (This number will be evaluated every
year based on funds & costs) paid members to be awarded a saddle for the 2026
season
2. Poles will have different high point awards for the season
3. If there is a tie in the division with points, the tie breaker will be money earned for
the horse. If there is a tie on money earned, the winner will be determined based
on attendance.
4. Each age group and Open 4D division will receive a high point winner. 
5. If a member is competing in youth and open 4D and wins high points in both
divisions, the member will only receive the Open 4D saddle and the age group
will receive a different high point award.


J. POINTS
1. Points are given to the horse. 
2. We use a point system to provide points to each D and age groups.

1 st 10 POINTS 
2 nd 9 POINTS 
3 rd 8 POINTS 
4 th 7 POINTS 
5 th 6 POINTS 
6 th 5 POINTS 
7 th 4 POINTS 
8 th 3 POINTS
9 th 2 POINTS 

3. All members will get 1 participation point as well. 


K. OPEN 4D PLACING
1. We do a ½ second split between each division 
a) 1D will be based off the fastest run of the night
b) 2D will be determined ½ second slower than the 1D time. 
c) 3D will be determined ½ second slower than the 2D time 
d) 4D will be determined ½ second slower than the 3D time 
e) Any remaining times will fall under the 4D
2. Age Groups 1D PLACING 
a) 1D will be based off the fastest run


L. BARRELS RULES/REGULATIONS

1. The exact measurement of a barrel pattern will be determined by the size of the
arena.
2. A broken pattern will result in no time 
3. If the participant crosses the starting line at any time before the pattern is
completed a NO TIME will be given. 
4. Knocking over a barrel will result in a 5 second penalty per barrel.
5. We use electronic eyes, if these fail to work, we will have you do a rerun.
6. Pee Wee group parents are allowed to lead the horse and rider through the
pattern. 
7. We rake every 5 contestants. 
8. We will provide 3 gate calls
9. If the contestant is not at the gate on the 3rd call, it will result in forfeit. (Entry fee
will not be refunded. 
10. Running out of turn will result in disqualification. 
11. Members and non-members may run in the barrel class.
12. Members and non-members may run as many horses as they desire in the barrel
class. 


M. POLES RULES/REGULATIONS
1. A broken pattern will result in a no time.
2. If the participant crosses the starting line at any time before the pattern is
completed will be given a no time. 
3. Knocking over a pole will result in a 5 second penalty per pole. 
4. We use electronic eyes, if these fail to work you will get a rerun.
5. Pee Wee group parents are allowed to lead the horse and rider through the
pattern. 
6. We rake every 7 contestants. 
7. We will provide 3 gate calls
8. If the contestant is not at the gate on the 3rd call, it will result in forfeit. (Entry fee
will not be refunded.)
9. Running out of turn will result in disqualification 
10. Members and non-members may run in the pole class.
11. Members and non-members may run as many horses as they desire in the pole
class. 
 
N. RULES/REGULATIONS
1. We will run with the gate closed. 
2. D. There will be no crowding the gate. 
3. E. Saddling and unsaddling will be prohibited near or by the gate.

 

O. SAFETY 
1. Safety is the prime objective at DDBR events. If a rider has a horse that could be
dangerous to other contestants or to themselves, or other horses, DO NOT come
to this event. Any horse or contestant deemed to be dangerous by the
management of DDBR will be disqualified and entry fees will not be refunded.


P. CANCELLATIONS AND POSTPONEMENTS
1. DDBR reserves the right to postpone any barrel race due to a natural or
manmade disaster or any event that affects the public's safety. Any money
collected will be refunded. If any event is postponed, we will do our best to
reschedule at a later date. No postponement or cancellation will be made due to
lack of entries.
